Maxel Marine was founded in 2021 in Ljubljana, Slovenia, by Captain Maksim Syachin, who brings more than two decades of seagoing experience on oil and chemical tankers.
The company was built on a simple idea: the people who assess a vessel should have run the same cargoes, stood the same watches and passed the same inspections.
We work for owners, managers and charterers worldwide, supporting them with independent navigational assessments, mooring, condition and management system audits, incident investigation, tank cleaning advisory and ice routing.
Maksim began his seagoing career in 2003 as a navigational officer and progressed through the ranks to become Master of oil and chemical tankers, gaining extensive hands-on experience in cargo planning and execution, mooring operations, navigation, and crew management along the way.
His progression led to full command of oil and chemical tankers operating worldwide. It was this experience in command that shaped his approach to the profession. As Master, Maksim planned and executed STS transfers and complex cargo operations, while managing voyage planning, ice navigation, and complex tank-cleaning operations. He led ISM/SMS implementation on board, treating it not as paperwork, but as a practical system designed to protect the crew, the vessel, and the cargo.
Today, Maksim brings this experience ashore through Maxel Marine, providing independent marine advisory services to shipowners, charterers, and P&I Clubs across the Adriatic — including Koper, Trieste, Rijeka, and beyond.
As a Marine Advisor, Navigational Auditor, and Tanker Supercargo, he provides practical, independent support across a range of operational and assurance matters. His work includes vessel attendance following incidents, cargo quantity and quality verification, ISM audits and SMS gap analyses, and preparation of crews and vessels for Flag State and SIRE inspections.
What distinguishes Maksim’s approach is that he does not assess a vessel solely from a manual or checklist. With more than two decades of command experience, he evaluates vessels from both a Master’s and an inspector’s perspective, understanding how procedures, people, equipment, and operations actually work together on board. Through Maxel Marine, he brings this experience ashore, providing clients with independent judgment, practical insight, and maritime expertise that stands up to scrutiny when it matters most.
